In fact, "Screentone" is just a way to create patterns (dot patterns or others). You can do it with any appropriate free or paid software. You just need to open a layer of X by X pixels (as needed http://ww12.screenshotuploader.com ) and save it as a pattern, then you fill in with the pattern you just created wherever you want in a selection or in the whole image. I often do this whether with the old version of PhotoFiltre (without layers), version 7 (with layers), GIMP, or even Photoshop...
A quick trick just using black and white, a bit of levels, and the famous pattern: everything is filled but for the filling, you do it with the selection, the eraser, or whatever you want:
