Hello,
I performed another restore
so I lost all my photos, applications, etc., but the worst part is I don't even have the CONTACT icon
what should I do?

Your contacts are on your PC if you have already synced them.

  Because you just said that you restored your iPhone so all the data on the iPhone is deleted, unless it was synced beforehand.

It's impossible, you absolutely have to go through iTunes, iTunes must read your backup file, but you absolutely have to go through iTunes.
Describe the situation to me a bit more because I can't determine the problem, give me all the info about your iPhone.

  So this afternoon I wanted to transfer my photos and I mistakenly updated to the latest version for the iPhone, and when I picked up my phone, I found it had reset to factory settings.
  I searched everywhere for answers and saw that the backup was in the iPhone icon in iTunes, but it wasn't my latest backup!!! It was from last year.
  So I looked around and tried to restore, but after my frustration at that moment, iTunes said it couldn't recognize me; it refused to perform the restore, and now I have hardly anything except for 4 apps on my iPhone, no more photos, no more notes, and no more contacts icon despite resetting the factory settings 5 times to get the icon back, without success.
  What can I do with this file saved on my PC that won't transfer to iTunes???
  Can I also transfer this file to my new PC since it's faster for iTunes (the other one was a netbook)?

Since you had a problem restoring during your first attempt, you restore it another time and that solves the problem. As for your contacts, if you have already synced them with iTunes before, well, they are on your PC (it depends on what you chose as the source {Outlook, Microsoft Contacts, Mobile Me, iCloud}), but if you have never synced, then your contacts are lost.
And now I want you to click on restore your iPhone (since your contact list is empty now, I don't see what the problem is).

I think it's a restoration error, try again but this time follow these steps:
1- connect your iPhone to iTunes
2- hold down the Power button while counting to 4 (4 seconds)
3- press the home button (central) and without releasing the Power button (about 12 seconds)
4- release the Power button but not the home button until iTunes detects your iPhone in recovery mode
5- click on update
(do all this and let me know what happens afterward)
and for what I'm telling you to do, you'll find on YouTube search "DFU Mode"
and they'll show you the steps in video :)

Because right now your iPhone has no contacts in its list, and if it has no contacts in its list, then they are deleted from the iPhone, and therefore they are on the PC, otherwise you lost them. So since you lost your contacts while doing an update on the phone, I see no reason not to try to restore it because maybe iTunes will detect your backup after restoration.
Yes, and then after the DFU mode you click on restore (but on iTunes) because I think that after the DFU the iPhone is turned off.

  I did as you told me and so I didn't recover anything. It's in factory settings and it's asking me to either restore from iTunes or iCloud or set up as a new iPhone. What do you recommend?

  For contacts, they may be stored somewhere. Go to your local drive and search for a name that would normally be in your contacts.
