Letoine is right!
1. Display your Desktop.
2. Hover your pointer over a black area of your vertical toolbar.
3. Drag it towards the center of the lower part of your screen while holding down the left-click: release the click when you have reached your destination; your toolbar will then be horizontal at the bottom of the screen.

Maybe they "explain very poorly" but you don't make any effort to be clear in your request, you don't even specify which toolbar you are talking about, nothing.
I advise you to first make an effort in writing your messages before being unpleasant with the people who come to help you. And I remind you that everyone here is a volunteer and no one is obliged to help you.
