Hello,
Aside from the administrator account, I have two user accounts on my Mac Mini running Snow Leopard.
On these accounts, a window always pops up asking for admin permission upon opening.
"the application networsetup is requesting administrator authorization to make changes".
Even if I select "always allow", the window reappears every time I log in.
What should I do to resolve this?

Hello,
I believe the term "networsetup" should actually be "networksetup", which would mean that between different sessions, the network configuration is different, and the system wants to modify the config to adapt to the settings of the current session.
The statement "Always allow" is only valid for the duration of the session.
It’s the same when you open Keychain Access; if you select "Always allow" to view passwords or make modifications, the permission will actually be "always active" only for as long as the application is open. This is for security reasons.

Yes, it's really a problem of differences between sessions, I've seen that networksetup is a network configuration tool.
But then to set it up correctly, I'm stumped!
Any ideas?

It may not be "poorly configured," but differently.
Normally under Mac OS 10, for most DSL (or broadband) Internet service providers, there’s nothing to do. It might be necessary to create a new blank configuration in each session... if the issue is related to the internet connection. (Otherwise, is there a difference in the choice of the Wifi network?)

I found it :)
In System Preferences, the startup settings.
There was an application in the open automatically at login field
I removed it and everything's fine!
Conclusion:
Never put anything in that field
