Network and sharing center unable to start

Hello,
my problem is,
I would like to access files from my laptop on my desktop through the Network and Sharing Center, everything is fine on the laptop, but on the desktop, the Network and Sharing Center does not want to start; it tells me 'the service or the dependency group could not start',
All the options at the bottom are disabled and when I try to enable them, the message 'the service or the dependency group could not start' appears
My desktop PC is connected to the router by a cable,
The network card driver is up to date
If anyone has a solution, if any information is missing, I will add it

- "An error occurred while activating Internet Connection Sharing":
The following error is: "Error 1068. The service or group of services failed to start." Because there is a dependency between services, the one responsible for connection sharing cannot initialize when the other services are not started.
1) Click on Start/Run, then type: services.msc.
2) Double-click on a service named Application Layer Gateway Service.
3) In the General tab, the Startup type dropdown should be set to Automatic.
Slightly lower, the service status should be Started. If not, click the Start button. Perform the same checks for these services:
* Network Connection
* NLA (Network Location Awareness)
* Plug and Play
* Remote Access Connection Manager
* Remote Access Connection Manager
* Remote Procedure Call (RPC) Locator
* Telephony
All that's left is to restart your computer.

Problem solved,
For those who might experience this,
The issue came from my firewall,
To fix it:
Start -> Control Panel -> Network and Internet -> Windows Firewall -> Allow a program through ... -> Check the box for File and Printer Sharing.

I'm just jumping in to thank Exla for their valuable information!!
Indeed, I had been struggling for a while to enable the Wi-Fi hotspot because it always displayed that "the dependency service or group failed to start." I had a feeling it was a matter of disabled services, but knowing which ones were involved is another story...

The oldest restoration will be that of an hour ago, and the problem has been ongoing for several months already :/
