first you can see if the number is a mobile (06 or 07) or a landline (01, 02,...).
IF it's a landline, it already gives you an idea of the location.

But if the person is on a no-call list, hasn't provided their number, or it's a workplace number, then you won't find anything. But always try typing the number into Google, you might come across that person who has left an ad on eBay, for example...
