How to open an FDF file

Hello,

I am in the process of putting together a file to go to Canada. I have documents to fill out but only on the computer. The Canadian embassy sent me what they call a download kit. I received the message and saved the file, but I can't open it. When I try to open it, a message appears saying that Adobe is trying to connect to the site where this document is posted and it asks me for permission, but I can't open it. As soon as I click on allow, it takes me straight back to this message.
If anyone could kindly help me resolve this issue.

    Hello,

    You need to download what English-speaking Canadians call a reader, that is, a PDF reader, either Adobe Acrobat Reader (from Adobe's website) or one of its many substitutes (Nitro Reader 2, Foxit PDF Reader, PDF Xview Reader).
