USB drive not recognized in diskpart

Hello,
I would like to create a bootable USB drive to install Windows 7.
Following the procedure from the 01NET site (see the following link: http://www.01net.com/contenu/2562/ta_fiches/comment-installer-windows-7-rc-depuis-une-cle-usb-659-1)
When I run a LIST DISK, it doesn't see my USB drive. I started my computer with the USB drive plugged in, but I have the same problem.
Can someone please help me?

In the disk manager, is the USB key visible?
If so... do the same manipulations in the graphical interface
create a primary partition
set it as active
format it to fat32 in quick mode
assign it a drive letter.
then follow the rest of the procedure.
