Impossible to delete "Public" folder

Hello,
Here is my problem. I am unable to delete the "Public" folder located on my desktop. When I right-click on it, it offers me 4 options:
- Open
- Explore
- Copy
- Create a shortcut
When I enter it, right-click, customize this folder..., a window appears indicating "The properties for this item are not available."
When I try to delete the source folder in C:/Users, it tells me that I need permission to perform this operation.

Another thing. When I try to customize and change the desktop icons, the "Public" icon doesn't appear.

You need to assign full control over the key or subkey in the registry.
In an Administrator session, go to the search area or run, then type regedit.
Expand the key that concerns you.
