Hello,
For the pair of scissors, I don't know (although through the insert object menu, it should work provided you have previously downloaded it if this symbol is not available with OO).
For the dotted line: isn't it enough to give a line in your table a dotted appearance using the border menu?

My two cents for the evening: for the scissors, check in the "Character Viewer" of Mac OS X, in the "Symbols" section > "Miscellaneous Symbols" to see if the ones found there might work... (you can also find dotted characters in the "Geometric Shapes" section, but _Ritchi_'s suggestion seems to suit quite well, or alternatively, by displaying the drawing toolbar, you can easily draw a line that you can define as dotted).
