Can a blacklisted IMEI be removed?

Hello, here is my problem. Not long ago, a friend of mine (a bit silly) gave me his iPhone because he thought it was broken. I managed to repair it, but my network remains restricted. This friend had his iPhone stolen, so he filed a complaint, called his operator, and they blacklisted it. After the complaint, he miraculously got his iPhone back. However, he thought it was broken, and the warranty doesn't work anymore because the thief must have opened the iPhone and tampered with it (the problem with the iPhone was that the thief disconnected a connection inside). Anyway, the problem now is, with the receipts and everything, can I unblacklist the phone's IMEI?

    it must be possible but it needs to be done legally and I'm not sure if that's possible. Anyway, if you look closely on the internet, almost everything is doable or almost. The question remains whether what we do is legal and if we can do it ourselves.
