He explains in season 2 that Sebastian gave up Ciel's soul at the moment he should have taken it, even though Ciel had accomplished his revenge, but Sebastian will take Ciel's soul when he dies. For me, season 2 is different from season 1 in terms of structure, and I find that we can't really talk about a continuation even though the events that took place in season 1 are mentioned.

Season 2 is clearly a continuation of Season 1, there are no mistakes, but Season 2 is made to disturb the fans. At the end of Season 1, Sebastian tries to consume Ciel's soul, but Claude intervenes, and then Sebastian must find Ciel's soul, which is amnesiac.
