I imagine the heart, with a single 3;
yet, I have the feeling based on the context as well, that the sign ''<'' would rather be the jester's hat.... a 3 could be the glasses, but 2 ''3''?? lol...

<33 is the same as <3, it just has two 3s, it means that she/he loves you twice as much as usual, and so on for <333  ;)

"<33" is a heart, like a friend sending it to you, they love you, well, you get it ^^
