Convert UTF-8 to ANSI

Hello, I have a CSV file that is 562 MB, which is very large.

This file is in UTF-8. I'm looking for a way to convert it to ANSI.

I tried to open it with Notepad and save it in ANSI, but the problem is that Notepad refuses to open the file because the file size is too large (562 MB).

So does anyone have a solution?

    The solution is undoubtedly to convert the rest of your app to utf-8...
