Hello, contrary to what is written, I am using Chrome, but that's not the point. I need to use the ipconfig command and strangely when I'm in the command prompt, this command doesn't work; it reads: ipconfig is not recognized as an internal or external command, operable program or batch file.
I am supposed to have all imaginable permissions.

Hello,
if this command is not recognized, it means the file is not present in the system32 folder.
Check that ipconfig is indeed located in C\Windows\system32; if not, search to see if the file exists on your hard drive, and once found, copy/paste it into system32.

Thank you, I just checked, ipconfig.exe is indeed part of system32, when I launch it a command window opens for a split second and disappears... is that normal?

If the file is corrupted and you are on Vista 32-bit, you will find a copy in C:\Windows\winsxs\x86_microsoft-windows-ipconfig_...(etc)
On Vista 64, you probably need to change x86_ to 64_ in the folder name.
Just overwrite the one in system32 with this one, then test.
Please continue your research on your side.
Be humble and polite towards the volunteers at CCM and remember to indicate if your problem is resolved.
