Program that prevents the PC from shutting down

Hello, when I want to shut down my PC, Messenger prevents it. Where should I go to change this? Thank you. 
Configuration: Windows Vista / Internet Explorer 7.0

    Thank you for not creating multiple posts when you already made another one that's similar a bit lower...

    Just press ctrl+alt+delete

    Open your task manager and go to processes...
    1.. Click at the bottom on "show processes for all users"...

    2.. Search for the windows live ID process... and end the process if it doesn't show as 00...
    Normally you have two, end both....
