Virtualization Locked Off

Good evening,
so actually I'm looking to see if my PC is capable of supporting 64-bit, so I took the Securable software, and it indicates that yes, I have D.E.P. hardware. However, for virtualization under Seven, it tells me this:
Virtualization Locked Off 
This processor's advanced hardware support for virtualization has been disabled and "locked off" by some external influence - most likely by this system's BIOS as the system was booting. Since enabling hardware virtualization will allow faster and more secure virtual machines and their hosting operating systems to run at 100% full speed, you may wish to poke around in your system's BIOS to see whether you're able to find any references to "hardware virtualization" or "VMX", etc.

In short, is it the manufacturer that has blocked it or are there programs that I have that are blocking it?

    However, I think I will need virtualization! I have Virtual PC and VirtualBox, but I'm not sure if that's virtualization at this level...
    But I've heard about XP mode in Seven, and if the virtualization option is disabled in my BIOS, I think I'll check with my dealer to activate this.

    It's the BIOS option that is not enabled; as you do not plan to do virtualization (see Wikipedia article for more information), it does not concern you.

    Virtualization concerns virtualization software, so it definitely involves software such as Virtual PC and VirtualBox.
