This is a scam coming from African countries. Since yesterday, I've also been receiving this kind of phone call from +133 and +88. Whatever you do, do not answer, as your bill will be hefty and they won’t stop trying to bother you.
What I'm going to do is block these numbers (call reject feature on certain cell phones) and I systematically hang up so they go to my voicemail.

I also received that call this morning, it hung up after 2 seconds.
For me, it's a slightly different number +1338***
What I think is that it must be a (premium rate) number, like 1.40 euros per call + 34 cents/min. They beep us and then hang up, and afterwards, they drain our money. By the way, apart from the 1 at the beginning, it looks exactly like a premium rate French number (+3389***)

I've never answered and never called back.
It rings 4 times and then hangs up. It never goes to voicemail and never leaves a message. If it was the operators (I'm with Orange), I think they would leave a message.

I also think it's a premium-rate fake number and they're waiting for us to call back.
Given the +1, it apparently comes from North America.

Hello, I also have this +133 that keeps calling me, it's super annoying.

While searching the web, I found this: "33 is the country code for France (normal of course) and the 1 means a call to abroad, it can be automatically integrated into the dialing"

Most "hotlines" being based abroad could explain the +133.
For my part, I don't answer anymore, but it's really frustrating.

A while back, it was a guy trying to sell me an SFR subscription who called 9 times in one day, I had to insult him thoroughly to stop receiving calls ^^, with +133, they don't answer, I can't even vent ^^
