Is asking for credit card numbers legal?

Hello,
I made a reservation at a guesthouse over the phone for 2 nights/2 days.
The manager asked me for my credit card number (the 12 or 13 digits) as well as the 3 security digits on the back of the card.
Is she allowed to ask me for this information that I consider confidential and personal??
(because it's still dangerous, since with this information, one can easily make purchases online)
knowing that the manager was quite vague regarding the reservation conditions...

If it's a trustworthy site, no problem.
When I rent a car or book a hotel, they often ask me for it.
If I don't show up, they charge the card. That way, they're covered.
It's almost the same principle as the payment pre-authorization when you rent a car (for the deposit).
If you return the car with a problem, they charge the credit card, they already have the authorization to charge.
