14-digit phone number? Where does it come from?

Hello,
I received several calls on my landline at 12:40 AM from a 14-digit number starting with 002137........
What is this number? Where could this call be coming from? I'm worried! Plus, a month ago I received a similar call on my mobile from a 12-digit number starting with 213772...... and when I answer, I hear a double beep and then it hangs up. Can someone tell me where these calls are coming from? Thank you for replying.

Hello, I can't tell you where they come from but I can tell you that it's deliberately done to make you call a highly overpriced number, I assure you. It's just a scam.
