Just call 999, 7 days a week from 8:00 AM to 10:30 PM, from a Djezzy mobile, and provide the operator with the first name, last name, and address or city of residence of the person concerned (provided that this person does not appear on the Red List service 909).
The call to 999 costs 20 DZD/inclusive of tax.
