I personally have unlocked all the characters + karts and bikes except....HARMONY. I have obtained at least one star in all the cups in 50/100/150 cc and in mirror mode, one star in all the retro cups, and I still haven't unlocked her. Is that normal?
(I have also unlocked all the super ghosts in time trials)
