DEVOLO 1200 malfunction

It's difficult to understand; usually, the powerline adapters come in pairs, one by the router and the other at the destination. Both need to work to establish the connection... So, here, why just one..??

-- Wi-Fi is not the most effective for communication, but combined with powerline adapters, it can only degrade the original situation... The best would be a good Ethernet cable... indeed, why not... the 1200 of this powerline is very theoretical... Hypothetical..!!

-- Has this installation ever worked..?? What is the router from the ISP..??

-- Powerline adapters only work on clean, unpolluted electrical installations... On the same circuit, no power strips; it should be in the first position...
It is polluted by Wi-Fi, blinking lights, garlands, dimmers, current cutting, variable LED lighting, etc. etc.; even two powerline frequencies mixing on the same line...

-- A good trick is to bring them together on a cable with several outlets, on the table, next to the router... connected to their respective PCs with less than a meter apart; and pair them until everything works...
Then you uninstall everything and send it to its planned destination... Normally, each should reconnect with its pair and resume functioning...

Don't forget the other factors that can disrupt these communications, especially with Wi-Fi.
