Hello,
I received this message, what do you think? Is it a scam or not?
Hello
Thank you for getting back to me. So the delivery fees are my responsibility in any city in France or Belgium, and I have already settled all of that before this sudden change, so there’s no problem. You will therefore send me your complete address where the delivery will take place, along with your landline and mobile phone numbers, so that I can contact the transporter tonight to inform him of your delivery tomorrow afternoon or in the evening, if that’s not a bother. I also leave you his number so that you can also get in touch with him: 06 - 73 - 08 - 17 - 38. However, regarding the documents (registration certificate, transfer deed, technical inspection, certificate of non-pledge, and all original purchase invoices, of course), I believe I have already settled that as well, which means I have already crossed out and signed the registration certificate and that for the transfer deed, I have already signed it. It just remains for you to add your signature in case the transaction is concluded, all this in the presence of the transporter. As for payment, it will be done by postal mandate via Western Union to my accountant's address for the transporter’s security, as he has already been a victim of an assault after a delivery was made, which cost him dearly, and that’s why he requires that all future deliveries be done by postal mandate via Western Union. Here’s how it will work: you will try to make the mandate before his arrival, but of course, it will be after the delivery, after you test the car, and finally, after you sign all the papers, that you will hand him the receipt for your mandate, on which will be the information for withdrawing your completed mandate, including THE MTCN CODE, ONE QUESTION AND THE ANSWER of your choice that will allow me to access the funds after delivery. I leave you my personal phone number: 0022 997 333 822
Thank you for responding.

Good evening
1 ...I have received your address and have just sent it to the delivery person who confirmed he will deliver to your address tomorrow evening at 5:30 PM.
Please do not turn off your mobile phone as the delivery person will call you before the delivery.
2...My mode of payment is the money order via Western Union, as the delivery person told me he no longer accepts cash or checks because he was robbed after a delivery five days ago and had €12,000 stolen.
You will make a Western Union money order to my doctor's address which I will give you in a moment.
3..Once the money order is done, the post office will give you a receipt for the money order which contains the information needed for withdrawal. like
-----THE QUESTION AND ANSWER OF YOUR CHOICE
-----THE ORIGINAL RECEIPT OF THE MONEY ORDER
4...it is this information that allows you to withdraw the money.
You keep all this information and the receipt jealously.
I kindly ask you to securely keep this question and answer.
5...Upon delivery of the vehicle, after the verification of the vehicle and the original papers, you will hand over the money order receipt and the question and answer to the delivery people in exchange for your car.
6..In case the car does not interest you, you can cancel the operation and go withdraw your money at the post office with your receipt and the question and answer.
7..the car is in good condition and all the papers are okay.
Here are these papers:
.... CERTIFICATE OF TRANSFER
... CERTIFICATE OF NO LIEN
... ORIGINAL REGISTRATION DOCUMENT
THE TECHNICAL INSPECTION IS OK
Thus a SALES AGREEMENT to justify that the car is sold for a definitive price of 2000 euros and all these papers will help you process the change of ownership in your local prefecture.
8..The doctor's address for the money order is:
NAME ........................... AKOWANOU
FIRST NAME ...................... DANIEL
ADDRESS ...........25 RUE DE LA PAIX
CITY.................. PORTO-NOVO
COUNTRY .................. BENIN
POSTAL CODE .......... 00229
9..Once the money order is done on your side, please let me know by phone call tomorrow before 10 AM so that I can give the green light to the delivery person for a quicker delivery tomorrow evening at 5:30 PM to your home.
10..In case of your absence, please specify as it is urgent.
11..I remind you very well that the money order must be done tomorrow morning before 10 AM while keeping the information and the money order receipt jealously. After verifying the car and the papers you will hand over the receipt and the information to the delivery person in exchange for your car.
12..Thank you for your understanding.
For more information, please contact me at:
00229 93 90 21 41
NB: to avoid paying high taxes at the post office, please declare that the money order is intended for a close friend or relative, otherwise the fees will be too high for you.

Hello, it's the same for me, I wanted to buy a 206CC, the transporter told me that the seller is not in France and that I had to send the money via Western Union. Initially, the price of the car was 2300 euros but I negotiated and the seller accepted it for 2000 euros, which surprised me. On the day of delivery, the transporter kept calling me to see if I had the cash in order to give me the seller's address so I could send it via WU, but at the post office, the ladies at the counter strongly advised me against sending money without having tested and seen the car because the transporter didn’t want to come to my home until I had sent the money. So I called her and told her that he wouldn't get anything until I saw the car. Anyway, according to WU's documentation, it's not necessary to have the question and answer for the pickup; it's enough to have the sender's name, the amount, and the receiver's name and address, and everything goes smoothly. After seeing that, I am convinced that WU is the most unsafe way to send money.

Hello
For your car
First of all, you need to clearly define how you will use it, like
for example going to work or driving a bit (!) on weekends to go see your
girlfriend from Feuquières in Vimeu (yes, yes, it exists in the Somme
!) while you live in Arnac-la-Poste (which also exists in Haute
Vienne !) it’s not the same car you need in that case,
then see what your budget is and if you are able to tinker with
your ride yourself (we are here to help you) if you’re not super rich. The
solution of buying from a garage is absolutely not a guarantee no matter
what some say, because the mechanic will often just give the engine and underneath a quick wash with a Kärcher, change the brake
pads and if it's a party, the discs, do the timing belt while being sure
not to change the oil seals or the rollers, meaning just putting a new belt on and that’s it, having a rookie with a
vacuum cleaner spend forever on the inside to blast a can of crap (uh, pardon I meant silicone) inside, and he will pocket the profits on the sale just for having tinkered for a few hours and filled out a triptych that will even save him the cost
of registration. If later you have a problem with the car and he’s very bad faith, he will make your life hell for months and months before sending you to see the Greeks or at best mess with it a bit, and don’t think that big garages are better than small ones, there are honest ones but you have to find them. I specify to avoid any endless controversy that this is just my opinion and I add that I have the audacity to not be a complete fool when it comes to land vehicles, there you go!
Now, that brings us back to transactions between individuals that are in my opinion much healthier, but be careful, not just any!
Forget about sales in parking lots since (still in my opinion) it smells bad, and the internet ads from African scam sites, but prefer selecting based on your budget from local ads (which you can easily find online) for cars that might suit you and call the owners
(avoid ads with only a mobile number, it always hides something).
Set up a daytime appointment so you can see the car well and don’t hesitate to ditch the rushed seller, in 100% of cases it’s a scammer, but if you can, find the gentleman selling his wife’s car (yes gentlemen, whether you like it or not, it’s better to buy a woman’s car than a man’s because it has generally suffered much less since women usually don’t mess around on the road and therefore don’t wreck their cars, this will surely raise some eyebrows what I’m saying but on one hand it’s the strict truth and on the other I really don't care if people gossip about it) to buy a new one and who shows you all the maintenance invoices from the first registration of the car to the last oil change.
Start by looking at the overall condition of the car without worrying about the little dents on the bodywork (I remind you that I’m explaining how to buy a good used car and not a tuning enthusiast’s junk that spent 5 years on the bumps to pay for a Mickey car with a shabby paint job slapped on 15 cm with polyester filler glued with Araldite by a colorblind artist specializing in airless, you see?) which means nothing at all
(the dents), you know women often go grocery shopping and carts don’t spare the bodywork, but this in no way affects the proper functioning of the thing. So, as I was saying, you need to check if the body parts are properly aligned, you’ll lift the seals to see if it hasn’t been repainted (complete paint job = scam = skip the car), check if the roof isn’t deformed as well as underneath, see if the sills are original and not corroded, in short, everything needs to be normal.
Don’t rush and don’t show your excitement to the seller if you like the vehicle, you need to act like someone who knows their stuff (even if you’re a complete moron) and who doesn’t intend to get taken for a ride, if you know what I mean!
Next, you need to check the mechanics: It’s highly preferable that the engine is completely cold (it’s pretty easy to check by putting your hand on a hose or the radiator) to verify if it starts well. You’ll check underneath (we’re not going to buy a used car in a suit, or at least have a cardboard or at least an Hermès square to lie on :) if there are no suspicious leaks or strange traces under the engine, the gearbox, the radiator and the drive shafts, then you’ll pull the dipstick to see if the oil is clean. You should also put your finger (it’s very tactile, you know!) in the coolant as well as in the brake fluid, both should be clean and at the right level.
Then you will grab the engine with both hands from the top and shake it vigorously to see if nothing moves (don’t laugh, it moves more often than one thinks) which would indicate worn engine mounts hence poor maintenance.
If everything looks good on that side, move on to checking the hazard lights, tires (including the spare tire) etc., then only check the inside. You’ll see if everything works normally, the windows, the fan, the horn, the wipers and washer etc., and then you’ll start it. No suspicious noises? Okay, let’s go for a test drive.
Before anything, check the clutch and the handbrake simultaneously, it’s very simple: You pull the handbrake normally, put it in first gear and try to start, the car should squat at the back and stall, which means both are good. If it moves forward > rear brakes are shot, if it stays in place and the engine doesn’t stall while you’ve engaged the clutch > clutch is shot and if it poorly moves without the engine stalling, run away fast, it’s a junk!!!
If it’s okay, you’ll ask to take it for a road test and it’s pointless to floor it straight to see what it’s worth, it’s preferable to try it on a quiet little road while listening carefully to everything, make sharp, dry swerves to see if it holds the road well, accelerate to 80 km/h and make an emergency type brake test to see if it goes straight, try to brake hard while turning left, right, and reversing, it’s very revealing of the state of the running gear.
If it reacts well everywhere, the engine runs smoothly and is powerful, it’s okay for the mechanics; then you need to check the administrative stuff (you can also do this beforehand) meaning you need to check the consistency of the numbers on the registration certificate with those of the car, that it’s not a dodgy commercial vehicle, the address and name of the seller by asking for an ID and see on the maintenance invoices if the km number is logical.
If you see oil change labels from auto centers, which everyone knows my opinion on, change of place, it’s a car surely poorly maintained since it’s followed by clowns!
Finally, one last thing, you have to think that a car always needs spare parts at some point or another and they’re not cheap, you should realize that we are in France and that the cheapest for us remains French brands which are perfectly competitive compared to foreign ones.
You will only have to handle the paperwork and pay for it, and you will have bought your first car without getting ripped off, amigo, one doesn’t need to know about mechanics to not be a complete idiot, right?
good choice
