The power of a console has nothing to do with a video game; each video game is optimized for each type of console.
For example:
The game NFS Pro Street was released on:
PC, Xbox 360, PS3, PS2, PSP, Wii, NDS
Yet the NDS is less powerful than the PSP, the PSP less than the PS2, the PS2 less than the PS3, and the PS3 less than a PC (well, that depends on the PCs ;) )
The PS3 is practically the same as the Xbox 360, except that the PS3 opted for nVidia and the Xbox 360 for ATI (graphics) [or the other way around, I don't remember]. They have graphics cards equivalent to the 7900 GT; both have a 3.2 GHz IBM processor and 512 MB of RAM. However, to run this game on PC at maximum to achieve graphics of PS3 quality, you need at least:
2 GB of RAM
512 MB GPU
2x2.4 GHz
Simply because publishers and developers generate and create different lines of code for each console, that's why GTA IV took a long time to come out on PC as it is very graphically enhanced, and making a PC game is longer and more difficult than a console game, so it took time, and the game is nearly 15 GB and demands a lot of resources; even a HD4870 can't run it on high at over 60 FPS even paired with an i7, hence their mistake :) And you will see fewer and fewer PC games and more and more on consoles due to piracy and excessive downloading by internet users :) Even though consoles are easily hackable.

a game is created once, then is ported to different machines...
publishers don't have fun starting the game from scratch for each console...
what takes time are the optimizations... for example, adding tessellation to the PC versions of the games...
afterwards, obviously, one can remove modules from the base game to port it to a handheld console, but that would make the game worse...

Look at GTA Chinatown Wars on NDS, have you seen the graphics? Well, they could have actually named it GTA IV with the GTA IV storyline... and the same goes for PSP with the graphics of London Gang or something like that :)

A PS3 is designed for gaming, the BIOS and architecture are therefore optimized for it... while a PC is meant for office tasks, the inter-component communications are not the same...

Anyway so here it is if you put a P4 3.00 Ghz Socket 478 (not the 775) with an 8800 GT/9800 GT (same characteristics) you will get as many FPS as if you had put a GTX 295 because you are CPU Limited which means that your CPU cannot fully utilize the graphics card so it’s better to stick with a low-end one but
if you take a Q6600 with an 8800/9800 GT then the GPU will be freer of its actions and will be fully utilized :) so CPU power, its cores, its threads, and its frequency are there for a reason but if you take
E8600 + 9800 GT
Q6600 + 9800 GT
it’s the first config that wins :) because in video games it’s better to prefer a high frequency over the number of cores :)
a 7750 BE eats a Quad at 2.2 :)
