The power of a console has nothing to do with a video game; each video game is optimized for each type of console.
For example:

The game NFS Pro Street was released on:

PC, Xbox 360, PS3, PS2, PSP, Wii, NDS

Yet the NDS is less powerful than the PSP, the PSP less than the PS2, the PS2 less than the PS3, and the PS3 less than a PC (well, that depends on the PCs ;) )

The PS3 is practically the same as the Xbox 360, except that the PS3 opted for nVidia and the Xbox 360 for ATI (graphics) [or the other way around, I don't remember]. They have graphics cards equivalent to the 7900 GT; both have a 3.2 GHz IBM processor and 512 MB of RAM. However, to run this game on PC at maximum to achieve graphics of PS3 quality, you need at least:

2 GB of RAM
512 MB GPU
2x2.4 GHz

Simply because publishers and developers generate and create different lines of code for each console, that's why GTA IV took a long time to come out on PC as it is very graphically enhanced, and making a PC game is longer and more difficult than a console game, so it took time, and the game is nearly 15 GB and demands a lot of resources; even a HD4870 can't run it on high at over 60 FPS even paired with an i7, hence their mistake :) And you will see fewer and fewer PC games and more and more on consoles due to piracy and excessive downloading by internet users :) Even though consoles are easily hackable.

Don't worry, I know what I'm talking about, I'm studying computer science, and believe me, programming and optimization are my thing. And from what I hear, I have the impression that I have a better grasp of the subject than you.

At no point have I questioned optimization. I know it helps make programs more efficient and allows them to run on more modest platforms.

It’s a fact. Optimization has its limits, and it can’t perform miracles. Given that, we can say that the power of a console is determined by the video games that can run on it!
Or if you prefer, the more powerful a console is, the more it will be able to run resource-demanding games. It’s the same thing said differently!

Finally, you contradict yourself... you say it's not the same game...

Look at GTA Chinatown Wars on NDS, have you seen the graphics? Well, they could have actually named it GTA IV with the GTA IV storyline... and the same goes for PSP with the graphics of London Gang or something like that :)

I'm right :) because if the publishers really want to release the video game, they just have to optimize it for this or that console... look at PES 2009 on PS3 and PS2, it's the same game (except the menus) and yet it looks better on PS3 than on PS2 and it's even better on PC (depending on the configuration) so you see that when the publishers want, they can..... even take PES 5 on PS2 and PSP, it's the same game... and they adapt the graphics to the console and if they can't, they modify the lines of code of the game, that's it, point blank :)
Why do you think a PS3 has an IBM 3.2 GHz Solo Core + 512 MB of RAM + 7900 GT? And you can run GTA IV in HD 1080.... whereas on PC, the 7900 GT is the minimum and you need a dual-core? And the PC game is 15 GB while on 360 it fits on a 8 GB DVD... huh? Because the lines of code are not the same, they modify each game for each console, do you really think they make an ISO and just put it on a DVD and there you go, you play? What do you think? Go read some books and come back before you speak please, I've been subscribed to PC Jeux and Joystick since June 1999 and Hardware since its release in 2008/2009 and you dare to give me your old speech? Anyway so here it is if you put a P4 3.00 Ghz Socket 478 (not the 775) with an 8800 GT/9800 GT (same characteristics) you will get as many FPS as if you had put a GTX 295 because you are CPU Limited which means that your CPU cannot fully utilize the graphics card so it’s better to stick with a low-end one but

if you take a Q6600 with an 8800/9800 GT then the GPU will be freer of its actions and will be fully utilized :) so CPU power, its cores, its threads, and its frequency are there for a reason but if you take

E8600 + 9800 GT
Q6600 + 9800 GT

it’s the first config that wins :) because in video games it’s better to prefer a high frequency over the number of cores :)

a 7750 BE eats a Quad at 2.2 :)
