Hello, to format your hard drive from the BIOS, the best method is to use the Windows XP CD. Perform the following steps at STARTUP: enter the BIOS by pressing DEL (Delete), F2, or TAB several times when prompted at the bottom of the screen. In the menu, select “Advanced Bios Features”: Enter. Then “First Boot Device” or “Boot Sequence”: Enter. Then “Floppy”: Enter. Check “CD-ROM”: Enter. Press F10 to save. Install the Windows 2000 or XP CD. The computer will restart. When prompted, press any key multiple times to access the CD-ROM functions (This method is possible for other versions, but with different commands).

The case you mentioned does indeed allow for the software to be reinstalled, but it has nothing to do with the BIOS itself, which cannot be formatted, and I emphasize formatted.
