Here is my problem:

When starting up, my PC begins to boot and the message “monitor going to sleep” appears on the screen, then it continues to boot as if at startup with the same message on repeat.

When you start your PC... everything powers up (graphics card fan, CPU, chipset, case, neon lights...) but nothing shows on the screen? Normally when you start your PC, you should hear a "beep" that indicates everything is okay... do you hear this beep at startup?

Hi, "monitor is going to sleep" means "going into sleep mode".
Check in the display properties?
=> right-click on the desktop => screensaver tab => at the bottom power management => and in the "power management mode" tab set "turn off the monitor": never.

Have you taken your PC apart and recently added a peripheral? If possible, test it with another screen.

test this: remove the included jumper for 10 seconds at the motherboard near the BIOS (near the battery), this will update your BIOS.
