Cellars, basements, attics, rooms without openings to the outside and
other premises unsuited for habitation by nature cannot be made available for habitation, for free or for a fee. The representative of the State in the department shall formally request the person who made the premises available to cease this situation within a deadline that he/she sets. He/she may order, if necessary, all measures to prevent access or use of the premises for habitation, as they are evacuated. The ad clearly specifies "basement without any natural light," which implies no opening to the outside.
This type of rental is prohibited by French law and this ad is by definition abusive.
