Hello,
IN Word 2003 I go to Format--Background--Printed Watermark to insert an image as a watermark.
Is it possible to insert an image as a watermark in Publisher 2003?
If so, how can I do it?

Not really... Even in the help section, they give an empirical method to do it:
Insert the image, right-click on it, "Image Format" and "Recolor" by choosing gray...
Then set it as background... via "Order" - "Send to Back"...
But it's just a hack!

I am using PowerPoint 2013. To insert a watermark, here is the procedure
- Page creation
- Background
- More backgrounds
- Check: Fill with picture or texture
- Insert a picture from
- File: retrieve the image
NB: if you want the image to be centered
set all offsets 'left, right, top, bottom' to 50%
