Go to the Control Panel, then to "Regional and Language Options", then in the "Languages" tab of the window that opens, click on "Details" to bring up the window titled: "Text Services and Input Languages", in the "Preferences" area of the "Settings" tab, click on
"Language Bar", then check "Show the Language Bar on the Desktop".
If the "Language Bar" is grayed out, go to the "Advanced" tab and uncheck the box "Turn off advanced text services" and click on "Apply".

Try:
Start -> Run -> Regsvr32.exe /u msutb.dll -> OK
followed by:
Start -> Run -> Regsvr32.exe msutb.dll -> OK

Restart.

If that doesn't work, launch the registry editor (Start -> Run -> regedit -> OK) and do everything you can with these keys:
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft]
[HKEY_CURRENT_USER\Software\Policies\Microsoft]
[HKEY_USERS\.DEFAULT\Software\Microsoft\CTF\MSUTB]
[HKEY_CURRENT_USER\Software\Policies\Microsoft]

Under Vista Home Premium, I first just had to check whether the ctfmon.exe process (language bar program) was active or not by pressing CTRL + ALT + DELETE > Open Task Manager > Processes tab > Image Name column: ctfmon.exe did not appear in this column. To try to activate ctfmon.exe, I typed ctfmon.exe Start -> Run, and miraculously, the language bar reappeared on my desktop (and not in the taskbar, as configured). After unsuccessfully trying several methods, such as adding multiple input languages in Regional and Language Options or modifying the registry, it was ultimately the activation of ctfmon.exe that worked. I think I must have accidentally disabled the automatic startup of ctfmon.exe by messing with the startup options using msconfig.exe, or Services in Control Panel > Administrative Tools > Services, or some other haphazard manipulation aimed at disabling processes that constantly run the hard drive. Now, I am going to restart Windows to see if the language bar appears automatically.

- Click on Regional Options.
- A window opens, click on the tab "Languages".
- Click on "Details"
- In Preferences, click on "Language Bars".
- Click on OK.

- Finally, click on OK

And HOP, the language bar is there.

Thank you both. I wanted to find the icon to quickly check in case of a mishap (Shift + Alt) that I was still using a French keyboard.
In safe mode, it doesn’t work. The “language bar” option is still grayed out.
In the end, I took the simplest route and disabled the options to switch from French to English (language and keyboard). So now I don't need that icon anymore. Thanks anyway.

To make the language bar appear in Windows XP, you need to:
Click on Start, then on Control Panel, then on: (date, time, language and regional), then on: Regional and language option, then on: Language, then on: Advanced, then on: System configuration. There, you need to uncheck the box: Turn off advanced text services. If there is a check in this part, the language bar cannot appear. So, if there is a check, you need to remove it. Then, after restarting the computer, you need to go back to: Regional language, then to: Language, then to: Details and click at the bottom on: language bar. Salut, voici la manœuvre à effectuer pour remettre la barre des langues FR sur la zone de notification. Manipulation valable pour Windows XP et Windows Vista : allez sur Démarrer >> Panneau de configuration. Là, vous cherchez l'icône en forme de planète terre, nommée Options régionales et linguistiques. La fenêtre Options régionales et linguistiques s'ouvre, cliquez sur l'onglet nommé Clavier et langue, ensuite sur Modifier le clavier et là la fenêtre Services de texte et de langue s'affiche. Sur cette fenêtre, vous pouvez rajouter des langues, il faut avoir au minimum 2 langues pour que la barre des langues s'affiche. Après, cliquez sur l'onglet Barre des langues et cochez la case Afficher les icônes supplémentaires de la barre de langue dans la barre des tâches, et vous aurez votre barre de langue. Mais si vous avez 1 seule langue d'installée, il vous faudra rajouter une autre langue sur cette fenêtre que vous verrez, et vous cliquez sur Ajouter.
