The government has just launched a number to combat all these premium rate SMS scams.

PARIS (AFP) — The launch of 33700 by the government, the first tool in the fight against spam on mobile phones, highlights a growing scourge: fraudulent SMS messages that encourage recipients to call a premium rate number.

Unlike advertising SMS, they often play on curiosity: "I can't reach you, call me back at 08..." or "You've won 5,000 euros, call" this number.

From now on, when you receive such a message, just report it by sending an SMS to 33700.

Operators will then be notified and can take action against the senders of these spam messages, such as shutting down the premium rate numbers, or forwarding the case to the police.

This "anti-scam SMS device," unveiled on Tuesday by the Secretary of State for Consumption Luc Chatel and the French Telecommunications Federation, will be operational from November 15.

A similar tool, Signal Spam (www.signal-spam.fr), already exists to alert users about unwanted emails they receive, which clutter inboxes by as much as 80% to 90% before filters.

In one year, this system has allowed the reporting of 12 million messages by over 42,000 users.

In the long term, the goal is to create a "one-stop shop" for combating all forms of spam "by the end of the first half of 2009," according to the Secretary of State for the Development of the Digital Economy Eric Besson.

Currently, unsolicited SMS make up only a tiny fraction of the number of messages sent in France: according to UFC-Que Choisir, they are estimated to be in the hundreds of thousands out of more than 20 billion exchanged annually.

"But it's a phenomenon that is exploding," observes Jérôme Clauzure, General Delegate of the French Association of Telecommunications Users (Afutt).

This scourge is all the more alarming as the first victims are "the most modest and vulnerable consumers," he notes. "Some sometimes lose hundreds of euros on premium rate calls."

Fraudulent SMS, which are sent by "bots," "have a significantly higher financial potential" than traditional spam because "they allow direct profit-making," explains Guillaume Lovet, a cybercrime expert at Fortinet.

To acquire mobile numbers, it's quite simple, he assures: just "search directly on Google or hack into the databases of online stores."

However, it is very difficult to locate the perpetrators due to the "volatility of companies, with increasingly short lifespans and often based offshore," notes Jean-Philippe Bichard, spokesperson in France for Kaspersky Lab.

The only solution lies with the operators. In some countries, "they block non-nominative SMS or those with repetitive content," he points out. Even if it is sometimes complex to detect these messages.

While waiting for viable technical solutions, users "should be careful not to leave their mobile number lying around, unless they want to be awakened at midnight by calls or obscure SMS," warns Ralf Benzmüller, director of the security laboratory at G Data.

We randomly generate phone numbers, write an enticing message for the recipient asking them to call a premium-rate number (or maybe directing them to a WAP site), and send it all out!

For French servers that spam, it’s enough to send a text message containing only STOP to the spammer’s number. The operators then take the necessary actions to stop these unwanted messages. Unfortunately, for others, the operators have no effect.
