TSX Denied Error Message

Hello,
I have an error message on the console when I want to transfer the EEPPROM program to the RAM of a TSX17

TSX refusal even though the controller is in stop and the switch behind the cartridge is on read only?

What does this message mean? 
Configuration: Windows XP Internet Explorer 7.0

    The RAM (volatile memory) is identical to the EEPROM (non-volatile and reprogrammable memory) so if I understand correctly, the transfer cannot take place between the programming console and the TSX17-20?????
    Is the cord connected to the serial port and is it a Télémécanique brand cable?
