How to disable registry settings

Hello,

I would like to open a document in Word 97-2003 with Word 2007, but it does not work. I am being told to "disable the registry settings."

The computer tells me:
"This error occurs when you try to open a Microsoft Office document whose file type has been blocked by a registry policy setting. To enhance the protection of your computer, Microsoft or the administrator of this computer has implemented a registry policy setting that prevents opening this type of file.
To open documents corresponding to this file type, disable the registry policy setting. For more information, see article 922850 in the Microsoft Knowledge Base."

I went to check this article, but it does not tell how to do it. Therefore, could you please guide me on the steps to follow to carry out this operation?

Thank you in advance.
Configuration: Windows XP Internet Explorer 6.0

When we ask a question about a problem, we expect more than just "change the software" or "why not format the hard drive," etc. We would like an intelligent answer, so those who don’t have one should refrain.
Thank you.
