During the night of March 1 to 2, 2010, I received 10 calls from the numbers: 017044854 0170442580
0170448540 0170448530 0170442590 0140442570 0170442540 0170448510 0170442560 All these numbers were assigned by ARCEP to the telephone operator SFR (Société Française de Radio-téléphone).
On March 3, I received a phone call from SFR's Consumer Service, followed by a fax requesting further details, which I provided immediately. My contact assured me that he would do everything possible, as quickly as possible, to ensure that such events cease as soon as possible.
To assist SFR (or another operator, if that is the case) in its action against unscrupulous subscribers, I recommend to victims of repeated night calls to:
- Record, if possible, the calling numbers (via 3103 for example)
- Check on the ARCEP website using the first 6 digits of the calling number to identify the name of the telephone operator. In my case, it was SFR.
- File a complaint with the gendarmerie or the police. Initially, they will refuse. Be firm, they do not have the right to refuse.
- Write to ARCEP to seek its help with the operator. In my case, it was SFR.
- Write to the operator and report the calling numbers. In my case, it was SFR.
Good luck, the robot, possibly located in Pakistan or China, needs to stop calling France during the night.

I tried looking it up in a reverse directory, but it turned out to be useless; it's an internal number of a company located in the 75 area.

the French state isn't doing much because there's money at stake behind it
it's very easy to stop SPAM: just go to real messaging servers with an excellent filter like yahoo or gmail
whereas with the phone, you can't change that easily!

J'ai le même problème avec ce numéro et d'autres numéros. Les numéros sont : 0033 + 0489 10 11 40, 0033 + 0170 60 24 07, 0033 + 0177 45 69 00, et un numéro 'hors zone' selon mon téléphone. Cela a commencé le 22 août, autant que je peux voir.

So for my part, I'll give you the numbers that are harassing me; when I pick up, I get the slow and regular beeps like you do; when I do a reverse lookup, there's nothing on these numbers, and when I call back (which I won't do anymore, I don't know if it's ultimately a premium number, even though normally, they are 'normal' national numbers), it rings once and then there's a long silence, or it rings busy:

I had the same problem as you.... The phone ringing several times a night with beeping when I answered.... And I actually understood everything when I connected a fax machine to my phone. France Télécom had given me the old fax number of a large transport company, and I was receiving tons of advertising, orders, and meter reading requests. So, of course, when you pick up, the fax thinks it's reaching a fax phone, so it retries its attempt.
Completel is a company that sends advertising by fax.
So I took my courage in both hands, and normally on each advertisement there is a number to unsubscribe from the fax advertising list. I did this systematically, and after a few days I received nothing at all.

I just received a call from this number, but it rang and then hung up. Thinking it was someone I knew trying to reach me, I called back like a fool!!! But I ended up on a voicemail telling me that they tried to contact me through my voicemail.

I am also a "victim" of these incessant fax sends since my number change due to total unbundling... My new number used to belong to a company that went bankrupt... not cool every day... :-(
On the other hand, I am with Alice, I just contacted them and they have just blocked the number to avoid these regular nuisances... If your respective providers can do the same, it's a simple and quick way to avoid the problem... there you go! And may the force be with you... Thierry

Same here, a phone call from a 01, one ring, call back 3131 but I didn't take note. I tried a little later again with 3131 to reach the caller by pressing 5, the number was no longer saved.

But I always receive these calls when I'm not there, and they don't leave a message on the answering machine.

ORANGE is responsible for the service; it is up to them to file a complaint against spammers like Netmessage (according to the previous post). A letter to Orange indicating our intention to terminate our telephone line for this reason will make them take action. The forum can also be a lever. "We apologize; these are faxes coming in by mistake. Just give me your phone number, and I will pass it on to the department that will remove it from the list."
Since it can't get any worse anyway, I gave it to her. Oo...
