Probleme telechargement avec µtorrent

Bonjour,
salut
depuis quelque temp j'ai un probleme avec le telechargement dans utorrent il est vraiment lent j'ai une connexion 128kb/s normalement je telecharge a 16ko/s mais maintenant c'est a 2ko 8ko j'ai une icone rouge en bas(méme avant quand mon telechargement était bon elle etait la depuis toujour) quand j'ai clicker il mon amener a ce site pour configuré mon routeur http://www.google.com/translate?u=http%3A%2F%2Fwww.portforward.com%2Fenglish%2Frouters%2Fport_forwarding%2FHuawei%2FSmartAX-MT880%2FUtorrent.htm&langpair=en%7Cfr&hl=fr&ie=UTF8

mais le probleme c'est quand il faut metre une adresse IP statique la je ne comprend pas trés bien alors si vous pouvez m'aidé.merci
