Identify an anonymous call on a landline phone

To know who is calling you anonymously and not be disturbed, there is an option called "stop secret," which is marketed by France Telecom. Its principle is:
*If someone calls you anonymously, before it rings on your phone, the communication is intercepted by a server (like a calling card) that asks the caller to identify themselves.
*1st case: if the person identifies themselves, the server will announce who is calling you with the words the person has spoken; you can stay on the line if you know the person.
If you do not know them, you can hang up, and the server will take care of the rest by informing the caller that their call cannot go through.
*2nd case: if the person refuses to identify themselves, the voice server will inform them that their call cannot go through, and your phone won't even ring, so no more hassle!!!

You are referring to 3131 when we miss a call; we dial it and it gives us the number of the last missed call. For this to work, the caller must not be anonymous and must have rung your phone at least once without anyone answering... Here are a few clarifications!!

How much does it cost??
And can it be used in Montreal?

It's free with a France Télécom line, but I'm not sure if it works for Montreal, sorry.
