CPU fan direction

Hello, hello.

For proper use of a CPU fan, should the air flow towards the heatsink and the CPU, or does the fan "suck" the heat by "taking" air from the CPU and the fan to the outside?

The fan should push air over the radiator. This is why a lot of dust accumulates there after just a few months of use.
Moreover, for ideal ventilation, the front case fan should bring air into the computer, and the rear case fan should expel it.
