I am on Windows XP - I didn't do anything - I simply shut down my PC and there you go.

This means that your hard drive cannot read, so it is impossible to boot from it.
Have you checked its presence in the BIOS, and is it active with its brand and everything needed?
What is your hardware as well, that can help a lot.

I'm the same, I went into the BIOS of a Compaq and went to the startup options blah blah blah... new detected etc... and then the choices were start normally, last good configuration, safe mode, and safe mode with command prompt, and it gets stuck at this part in Windows XP Pro.

HELLO EVERYONE I FOUND THE SOLUTION !!! my computer was set to boot first from the CD-ROM, then the HDD I reversed that and bam it works for me!!!!
