Issue with line splitting in Word table

Hello,
In Word 2003, I am using tables with about 7 to 8 columns and well-filled table rows (15 to 20 lines of text).
With this kind of tables, I only manage to get 2 or 3 cells (table rows) per page.
I have one problem though, because Word occasionally doesn't want to break the lines across two successive pages!!! It keeps filling the same page even if I type 10,000 lines!!
I have tried checking the box for "allow row to break across pages" and the "keep paragraphs together" options, but nothing works.
Can you help me with this issue because I’m stuck and wasting a lot of time on this problem.

1. left click anywhere in the table
2. table menu -> select -> table
3. table menu -> table properties
4. row tab:
5. uncheck "Allow splitting..."
6. if checked then uncheck "Repeat at top of each page..."
7. click OK
8. left click in the cell you want to split
9. row tab:
10. check "Allow splitting..."
11. click OK
finally, if 6. executed then
12. left click in the first row of the table
13. row tab:
14. check "Repeat at top of each page..."
15. click OK
