I also had the same blockage to accomplish the mission for the remedy for the plantations: I found the scad in seawater (in front of my house), at night, and it's a tiny fish in shades of orange.

Read for the response Timotey, I went fishing there and there are no scad. I've done it several times and nothing, so what do we do then????
the river is actually the lake? and at night and during the day I have the same fish, it annoys me not to find this old fish, help me!!!
For the cowfish, you can find it in the lake located in the cave.
From there, choose the spot where there's the most water, so the biggest one.
Climb up the side and take your bamboo fishing rod and there you go.
It should work; that's how I caught mine.
Don't forget to make your rod beforehand (lol=)

the problem is that I'm stuck with this damn fish and I found the flying scad but not
the cow. On top of that, the cook is asking me to build him a shelter over his fire but I don’t have a shovel
and for the fish, I don’t have a fishing rod.
How am I supposed to get it?
And where is the cave?
I have a kind of cave with a pirate's skeleton but there's no water!!!
