Why format a DVD?

Hello everyone!

I would like to know, please, why it is necessary to format a DVD? 
Configuration: Windows Vista Internet Explorer 7.0

    You can only format DVD RW before the first burn. But generally, there's nothing to do. During the burning process, it formats itself!
    DVD+R and DVD-R are already formatted and ready to use. If you format them, you will erase them!
