You can download the maps for free on gpsmapfree, it also works for the Navman and Garmin brands. Don't forget to get POI Loader to upload them.

I had the same problem and here is the procedure to follow:



Here are the steps to take to resolve your issue with your TomTom:

1. Connect your TomTom device to the computer via the USB cable.
If TomTom Home launches, close it.

2. Go to Start > My Computer > Removable Disk TomTom
Select all the yellow folders contained in the TomTom disk and copy them into a new folder on your desktop.

3. Go back to My Computer and right-click on the removable disk TomTom.
Click on "Format" and check "Fat32".

4. In the new folder on your desktop, select the map folder "France" or "Western Europe" (depending on the map you have) and copy it to the removable disk TomTom (directly to the root).

5. Go back to My Computer and again right-click on the removable disk TomTom.
Choose "Properties" then click on the "Tools" tab.
Click on "Check now" and check the box "Automatically fix file system errors"

6. Go to My Documents > TomTom Home > Download or Downloads
Delete the contents of the "Download" folder

7. Launch TomTom Home and download your updates (application, voices,...)
