You simply need to set Windows Defender to automatic to remove the error message. To do this, right-click on the computer icon (my computer), then click on manage. The "Computer Management" window opens. Click on services and applications and then on services. The services window appears in the center. Look for Windows Defender (almost at the bottom). Highlight Windows Defender, right-click on it and click on properties. Then in the general tab -> startup type, set it to automatic. Close all the windows and restart the computer, you should no longer see the error message. Bye.
SIMPLE QUESTION / SIMPLE ANSWER :
I also received this error message
To solve it :
1- click on the Windows logo at the bottom
2- click on "System Configuration" in the list of programs on the left
3- then when the System Configuration window opens click on "Services"
4- in the list look for "Windows Defender" (scroll all the way to the bottom of the list and then scroll up a bit with the mouse wheel to find it more easily, it's the 13th from the bottom) and check the box.
5- click on "Apply" then on "OK".
That's how I solved the problem.

Hello & thanks firmindagorn; however, I had already applied this solution, and many others (even going so far as to try to reinstall Windows Defender). None worked (I've been using and repairing Windows since it existed).
The problem was on a new assembled PC equipped with Vista Ultimate version.
In fact, Windows Defender was poorly installed out of the box, the Security Center, the Network and Sharing Center, the network mapping, sound, and many other services were malfunctioning.
In fact, Vista had been very poorly installed by my assembler (Cora). I returned the computer to him and since then everything works perfectly (proving that it's not always Microsoft’s fault...). That said, I am now very satisfied with Vista.
For your information, I’m providing a link to my blog regarding the difficulties and tips related to Windows & Vista:

Hello, I bought a PC, a friend came to set it all up and since then, every time I start it, an error message appears 0x800106ba. From what I understand, it's due to Windows Defender, so I tried the method from jaunard91 but I can't do it because I don't see Windows Defender in my programs.
Thank you for helping me, a nice PC that doesn't work well is really frustrating!!!

I have the same problem as (mitsouko), I can no longer download programs, updates are not being made, plus I no longer have antivirus, error message 0x800106ba, thank you for helping me.
As a novice in computing, I encountered this problem with an ACER laptop equipped with VISTA and NORTON; while playing an AVI file with VLC, the PC crashed, and upon reboot, the error 0X800106BA appeared. It removed my WIFI connection, and I had to reinstall the original settings. In short, this error reappeared on startup.
I managed to remove it by performing several actions:
- disabled WINDOWS DEFENDER in the control panel, administrative tools, services, disabled WINDOWS DEFENDER startup and status stopped
- completely uninstalled NORTON and replaced it with AVAST
- installed SPYBOT
- restarted
Upon reboot, I activated SPYBOT in the security center if the system didn’t take it by default in the malware protection management (AVAST and SPYBOT activated);
Go to system configuration (I went through help), execute selective startup, disabled WINDOWS DEFENDER startup (unchecked), then restart and according to the same path re-enable WINDOWS DEFENDER.
In all this, I don't know what worked, but the error no longer appears on startup and my PC is secured. However, if I click on the WINDOWS DEFENDER icon in the SECURITY CENTER, the error message appears but without any impact or blockage.

Response to zak09:
The memory address cannot be 'Read' or 'Written'
* Check the functionality of the memory sticks
* Check for the presence of malware and eradicate them if necessary
* Check the Windows configuration
* Clean the hard drive
* Repair Windows Update
* Add RAM

I add: check for the existence of the file pagefile.sys under C:\ - (if necessary, check the 'Show hidden files' option in Windows)
This file should not exceed 1.5 times the RAM (3 GB for 2 GB of RAM, for example. Do not leave it as 'System managed size').
Sometimes, the pagefile.sys file is infected; in this case, delete it (In Vista: System properties/Settings..../Settings/Advanced/Change/check 'No paging file'/Set/OK/restart PC). After restarting, reconfigure the paging file to 1.5 times the RAM in the 2 overlapping boxes by checking 'Custom size' and 'Set'; 3000 and 3000, for example. If necessary, delete pagefile.sys with hijackthis and repeat the above procedure to reconfigure the paging file. With Vista, you can continuously insert a compatible 'ReadyBoost' USB key to artificially increase your RAM size:

In safe mode, type cmd in Start and then Run. Next, in the black MSDOS window type:
sfc /scannow
and then, if necessary, sfc /verifyonly
Afterwards, you will find solutions to troubleshoot your PC.
Good luck

Your solution doesn't work because there is no "run" application in safe mode under Vista, but don't worry, I've found another solution by browsing Windows help, it's simply to perform a selective startup and uncheck everything we don't need.
To do this, you need to:
"run"
In the run field, type: msconfig.
Then, in the general tab, check selective startup (leave the two boxes below checked)
Finally, go to the "services" and "startup" tabs and uncheck what you don't want to start with your PC.
Once done, click apply, or ok if your computer applies it by itself, then restart.
Of course, they will still be there, but they won't cause any problems anymore.

I'm sorry Manticore-X, but I received the following response from mitsouko:

Thank you so much. I followed your solution to the letter, and the result is perfect.
It's great that talented people take the time to respond and help others.
Thanks again.

As for your reply, the 'Run' shortcut under Vista also exists perfectly in safe mode, provided you add the button by checking this option by right-clicking on 'Start' 'Properties' tab 'Start Menu' button 'Customize' or simply typing 'Run' in the search bar that appears at the bottom when you click on 'Start'; the desired command automatically appears in the search results above (under Vista). This is also true in normal mode.
Hoping to have assisted you in your future difficulties as you "seem" to have resolved your issue, which would surprise me since your underlying problem is not resolved, as you acknowledge... However, a malfunctioning Windows service will necessarily cause other, if not multiple, issues, especially since many Windows services are interdependent, as you will see in 'Services' tab 'Dependencies' (for example, the 'Windows Defender' service is interdependent with 'Security Center', etc.). Moreover, such a Windows service (or others) can be disabled (or enabled), with the additional possibility of customizing services (manual, automatic, ...), preferably from 'Control Panel' 'Administrative Tools' 'Services'; the 'msconfig' command is now outdated. Good luck.

I'm restarting my computer and we'll see if I don't come back, it means everything's working fine.
The manufacturers are not cool, I bought an 18-inch Qosmio and no retailer seems competent.
See you.

I have a Packard PC with Vista Home, antivirus, and I have Malwarebytes and CCleaner to clean my PC.
Following a BAGLE (which I have removed), I tried to get rid of this error message, but whenever I try to do anything with W. Defender, specifically to delete it, the error message appears. I am therefore unable to delete or do anything with this program and would like a solution to remove it without reformatting.
Thank you in advance for your responses.
Once again, and it's not enough, THANK YOU VERY MUCH.
