Photoshop no longer appears on screen

Hello,
For some time now, Photoshop seems to load at first (it appears in the taskbar, I can see it in the Task Manager) but it does not open in a window on my screen.
Do you have a solution?

The startup screen does not appear on screen, so I can't perform this cache-clearing manipulation for Photoshop.
When I look at the properties of the Photoshop icon on my desktop I have:
"C:\Program Files\Adobe\Photoshop Elements 14\WelcomeScreen\Adobe Photoshop Elements 14.0.exe"
I know the program is starting to load since I have the icon in the taskbar, and I can find the program in the task manager. I can even end the task from there.
How can I display the startup screen?

Reset preferences using the keyboard shortcut
Close Photoshop completely.
Hold Alt+Ctrl+Shift (Windows) or Option+Command+Shift (macOS) and start Photoshop.
Choose Yes when asked: Delete the Adobe Photoshop Settings file?
Photoshop will start with the default preferences.

In general, it is no longer possible to run old “permanent” versions, as Adobe does not accept the license at installation and only supports subscription-based versions.

Regarding the health of my hard drive, no problem—the CrystalDiskInfo result is GOOD.
For "Reset preferences using the keyboard shortcut," when Photoshop opens I do indeed get a system update prompt where I answer YES as you ask me to, but from there nothing happens: nothing appears on screen and I have no prompt to delete an Adobe Photoshop settings file.
I’m not getting anywhere!
