I had the same problem, which I solved in the following way.

It is necessary to create a new account (new session) for example: Tempo, which can be deleted later.
Once this session is created, go to it and launch your Photoshop, which should open normally without any issues, then close it.

Next, you need to retrieve the Photoshop settings that have just been created and that are located in C:\Documents and Settings\tempo\Application Data\Adobe\Photoshop\7.0\Adobe Photoshop 7.0 Settings. You copy and paste these settings back into your usual session.

Photoshop should have regained its functionality, except that you will lose what you had created previously, such as scripts, etc...

Even when it was working, when I closed it, a window would pop up saying "Adobe Photoshop has stopped working" and it would search for the problem. I would close the window and reopen Photoshop: it worked perfectly!
