Have you tested Bloctel? Apparently not. I have been registered since its implementation and I renew it at every expiration. And yet there are several calls per day. The State pretends to do something, while in reality it completely ignores it.

Bloctel is notoriously ineffective.
Blocking is easier on mobile phones with a dedicated app, where it is very effective.
It cannot be said that the state has done nothing with successive laws, including this latest one, but operators are not very cooperative, especially with calls from unidentified numbers coming from abroad that they are obliged to block.
There will always be people who circumvent these provisions, not only from official business numbers but from troublemakers dialing from a mobile, and that is very hard to intercept.
The interesting question is how offenders will be sanctioned; first they must be reported, and then sanctions must be imposed against them, which are always slow to implement.
