Mail reception failure with Outlook in POP

Hello,
for a few months now, my Outlook mail account set up as POP has not been able to receive emails randomly.
I have several email accounts, all of which fail to receive emails when the issue occurs, even though 5 minutes prior there was no problem receiving emails.
Closing Outlook does not resolve the issue because when I reopen it, the reception remains blocked.
Only restarting the computer resolves the situation... until the next blockage.
I installed Thunderbird as POP to see if it behaved the same during the Outlook blocking periods, and Thunderbird does receive emails when Outlook cannot.
I have enabled logging for troubleshooting in Outlook to detect the issue, but it doesn't tell me much, except that there is an error: 0x8004010f|FAIL to connect to the POP server.
Everything is set up correctly in Outlook for the POP server because it works perfectly under normal conditions until the random issue appears when an email reception is triggered.
I would like to try stopping the ongoing Outlook processes during a blockage, but aside from Outlook.exe (which does not resolve the email reception block when reopening Outlook), I do not see any other processes running.
I have uninstalled and reinstalled Outlook 2024 (Office 2024), reconfigured my mailboxes, and the problem persists.
And the issue also occurs randomly on another computer, for the same email accounts using Outlook 2010.
How can I see in Outlook what is blocking, and if restarting the computer no longer blocks it for a very random time (logging off is not effective, only restarting allows Outlook to be unblocked, but I would like to know if we can avoid this by closing certain processes).
Any ideas?

Good evening,
Launch Outlook in safe mode with the command
outlook.exe /safeto identify if an add-in is causing the issue.

I'm going to wait a bit before saying that the problem came from the add-ins, but for now, the problem has not reappeared.
However, how is it that the add-ins remain active despite the command outlook.exe /safe?
I see in options/add-ins/COM add-ins/Go that the add-ins remain active (checked)
I don't see anything in options/add-ins/disabled items/Go
Should I manually uncheck all the add-ins listed in COM add-ins to make sure they are properly disabled? -
No blockage for the moment, the cause seems to have been found.
But one more question:
In safe mode
- nothing indicates that we are in safe mode (the startup only differs by the request to choose the profile)
- the add-ons listed in Add-ons remain visually checked.
So what is actually disabled in safe mode?-
After observation, I answer myself.
- in normal operation, there is the antispam tab of my antivirus
- in safe mode this tab is no longer there
So I suppose that even though the boxes for all the add-ons remain checked in safe mode, they are indeed disabled.
Now it's up to me to find the faulty add-on by unchecking all the add-ons except one.To be continued ...
