There are reverse directories for landlines (that are not on the national “do not disturb” list), but the number you provided is that of a mobile phone.
If it's about harassment or spam, we are all in the same boat, meaning we should use the blocking of unwanted numbers, which is better than trying to uncover the identity of a wrongdoer, especially since they often operate from foreign sites, thus outside European jurisdiction.
