I have a few questions regarding Photoshop Elements 10:
- Will it work on my PC with Windows 11?
- To install it (with a DVD) and register it, what do I need: a serial number, an activation key?

Adobe's commercial policy has been based for several years on subscription contracts, which must be renewed annually.
Moreover, the older installable versions can only be installed on a single computer.
The current communication misleadingly presents versions for individuals as free, which in fact are (as specified) 7-day trial versions, after which one can opt for a paid version.
The mentions you will find on the linked page concern the possibility of migrating from an earlier version to a 2025 version, which is compatible with Windows 10 and above, provided you possess or note the license code before uninstallation:

This can be interpreted as a free upgrade (I have not experienced it).
The version 20 presented on May 31, 2025, in the CCM download catalog is announced as free:

But my question was specifically about version 10 of Photoshop Elements, which is an older version.

from what we read and subject to compatibility, nothing would prevent us from performing a fresh installation from the DVD.
However, since there is an old installation, this implies that we can deactivate it first on the Adobe account, which is far from certain.
Activation is generally done using the provided license key, but this is also ambiguous since the deactivation process would allow for the license to be transferred.

My response reflects Adobe's instructions (found in the fourth paragraph and the first link), which state that this update is applicable from versions prior to 2025, without further clarification.

I don't believe so, unless I'm mistaken your link explains how to convert the latest trial version into a paid version.
This situation arose ages ago (if I remember correctly for an old CS version) when there was a limited-time update that you had to subscribe to, and I don't recall whether it was free (unlikely with Adobe) or at a preferential rate; it seems unlikely regarding something so old.
I only found this related to the installation of older versions:

but where you need to enter the relevant year, 10 is not one of them.
That said, Photoshop Elements 10 is reported to work on Windows 11 as long as you remove a DVD burner driver that causes it to crash:

Actually, I am looking to install a version of Photoshop Elements with a license that doesn't need to be renewed every 3 years like the latest one from 2025.
That's why I was considering a DVD version that I was trying to buy. The problem is that with a DVD version, there are indeed 2 issues:
- you need to get a valid activation key (not already used on another PC)
- there are indeed problems with the installation due to a DVD burner driver (!!!), which prevents Windows 11 from booting. I experienced this a month ago, and it cost me dearly in computer repairs.
So, I'm not going to persist in my idea of starting from a DVD version, and I will reformulate a new question: try to find a recent version to download. A version with a permanent license (not to be paid again every 3 years), with a valid activation key that will work on Windows 11 since it is recent.
It's not looking good!
Except for my mistake, the "full" Photoshop versions have been subscription-based for a long time, while the Elements ones were on perpetual license until the end of 2024, which means it won't be available for 2025 and after three years, it won't even need to be paid for again since it isn't renewable.
In other words, 2024 is still on a perpetual license, and the price reflects that (but in a way, nobody is obliged to use Photoshop Elements or not rather than another software).
Licenses for several versions can easily be found online, with Photoshop Elements 10 simply being cheaper.
The installation on Windows 11 is reported to work without issues as long as the process is followed as seen in my second link in <11> and reported by other sources, but on a more general level, the question is about the interest in using such an old software.
After research, I confirm all of this.
But I'm dropping the DVD versions due to the issue of obtaining activation keys. I contacted 2 sellers, who strangely did not respond to my questions regarding the presence of an activation key (or serial number). A third one didn't respond either, but buyer reviews indicated that the activation key did not work. I will settle for a Photoshop Elements version 2020, 2021, or 2023. I just need to find a reliable seller.
